GETTING PERMANENT RESIDENCE CARD FOR FOREIGNERS IN VIETNAM

In accordance with the law on management of immigration and residence of foreigners in Vietnam, foreigners who want to reside with long term in Vietnam are required to obtain the permanent residence cards. This permanent residence card is valid to replace (visa). Therefore foreigners residing in Vietnam need to carry out the procedure to be granted this permanent residence Card.

I. The following foreigners are granted permanent residence Cards in Vietnam:

  1. Foreigners have merit, contributions to the cause of building and defending the Fatherland Vietnam awarded the medals or state honors by the Vietnam State.

  2. Foreigners who are scientists, experts permanently reside in Vietnam.

  3. Foreigners who are sponsored by fathers, mothers, wives, husbands, children of Vietnam citizens permanently residing in Vietnam 

  4. Stateless persons have continuous resident in Vietnam from 2000 or earlier;

II. The conditions for being granted permanent residence cards in Vietnam as follows:

  1. Having legal residence and a stable income to guarantee life in Vietnam.
  2. Foreigners who are scientists, specialists are permanently residing in Vietnam must be ministers, heads of ministerial-level agencies, Government bodies of state management in the field of expertise of the person proposed.
  3. Foreigners are sponsored by fathers, mothers, wives, husbands, children who are citizens permanently residing in Vietnam from 03 years or more. 

III. Dossier for granting permanent residence card included

  1. An application for permanent residence;

  2. Judicial records by the competent authorities of the country of which he is a citizen;

  3. The diplomatic note of the representative body of the country of which he is a citizen, requesting Vietnam settle permanent residence for that person;

  4. Certified copy of passport;

  5. Documents proving eligibility for permanent residence shall be considered included financial documentation and papers on accommodation (house lease agreement ...), certificate of marriage registration, birth certificate ..;

  6. Guarantee Letter of Vietnam citizens with permanent residence in Vietnam guarantee foreigners are parents, spouses or children.

  7. Related Documents (if any).

    • Time for granting permanent resident card: Within 04 months from the date of receipt of the dossier, the Minister of Public Security to consider and decide for permanent residence; cases deemed necessary supplementary examination may be extended but not more than 02 months.
    • Agency issuing permanent card: Immigration Directorate of Ministry of Public Security or the administrative body of the Immigration at provinces and cities under the Central Government.
